§ 91.008 BARBERSHOPS AND BEAUTY SALONS.
   (A)   The terms BARBER SHOP and BEAUTY SHOP, as used in this section, shall be construed to mean a place where the hair is cut, cleansed, treated or dressed, or the face shaved or beard trimmed, for a charge, and where, also, manicure, chiropody or massage treatments are sometimes furnished for a charge. The terms shall also be deemed to include hair dressing establishments commonly patronized by women.
   (B)   Premises used for a barber shop or beauty shop shall be kept in a clean and sanitary condition. No person shall permit waste materials of any kind to accumulate therein. No person shall employ in such an establishment any person afflicted with a venereal or contagious disease.
   (C)   No person shall use in any establishment used as a barber shop or beauty shop any implement or tool upon the premises after the same has been used upon a person afflicted with any skin disease without sterilizing the tool or implement afterwards. No person shall use any towel upon any customer after the same has been used before without having the towel sterilized and cleaned prior to the second use.
   (D)   No person infected with any disease of the face or head shall have the same barbered or treated in any manner in a barber shop or hair dressing establishment in the city, nor shall any person with a hand disease be manicured therein.
