(A) No person shall make any opening, excavation or tunnel in any public street, alley, sidewalk, parkway or other public place in the city without first obtaining a permit therefor.
(B) Applications for such a permit shall be made to the City Clerk and shall specify the intended location and purpose of the excavation.
(C) The City Clerk shall immediately notify the Director of Public Works of the application for the permit.
(D) The fee for the permit is $100.
(E) The city may waive this fee upon written request provided that the excavation is in the best interests of the City of Oak Forest.
