No sidewalk shall be installed unless a grade and line are established therefor. If no grade or line is available, a sidewalk may be installed with an appropriate permit. However, if or when the city establishes a grade and line, the city may remove, modify or replace the sidewalk to conform to the grade and line at the city’s expense.
