No owner of a motor vehicle registered with the state to a city address within the City of Oak Forest corporate municipal limits shall use or cause or permit any of his or her agents or employees to use any vehicle upon the streets of the city unless the motor vehicle is licensed as provided in this chapter and unless the city sticker is affixed to the vehicle. The sticker must be permanently affixed to the lower right hand (passenger) side of the vehicle windshield.
