No statement in this chapter shall be construed as preventing any special agreement or arrangement between the city, the Metropolitan Sanitary District of Greater Chicago and any industrial concern whereby an industrial waste of unusual strength or character may be accepted by the city for transmission and by MSDGC for treatment, subject to payment therefor in accordance with § 52.061 by the industrial concern, provided that the payment is in accordance with federal and state guidelines for the user charge system and the industrial cost recovery system.
