If the charge for sewer service is not paid within 75 days after the close of the billing period for the service, the City Clerk is authorized and directed to cause notification to be given in writing to the owner of the premises, the occupant thereof and the user of the service that a delinquency exists, and that service shall be discontinued without further notice unless payment in full is received at the City Hall within five days of the mailing of the notice. Upon the disconnecting of any service, a charge of $100 shall be made for reconnecting the same after settlement of all charges.
