§ 52.063 LIABILITY FOR PAYMENT; SURCHARGE FOR DELINQUENCY.
   (A)   The rate or charge for sewer service shall be payable quarterly. The owner of the premises, the occupant thereof and the user of the service shall be jointly and severally liable to pay for the service to the premises, and the service is furnished to the premises by the city only upon the condition that the owner, occupant and user are jointly and severally liable therefor to the city.
   (B)   Bills for sewer service shall be sent out by the city during the quarter succeeding the period for which the service is billed. All sewer bills are due and payable when sent out.
   (C)   All bills not paid within 30 days of the close of the billing period shall have a surcharge of 5% added thereto.
