The United States Environmental Protection Agency, the state’s Environmental Protection Agency, or any authorized representative shall have access to any books, documents, papers and records of the city which are applicable to the city system of user charges for the purpose of making an audit, examination, excerpt or transcription thereof to ensure compliance with the special and general conditions of any state grant.
