§ 51.12 CHARGE FOR WATER USED DURING CONSTRUCTION.
   (A)   During construction of any building and before any water meter is installed therein, the contractor so constructing the building may be permitted to utilize the city water supply from whatever source is convenient by making application therefor and paying to the city whatever fee is prescribed by Council then in effect.
   (B)   There is established a charge of:
      (1)   Thirty dollars per single-family home;
      (2)   Thirty dollars per unit for a multi- family dwelling; and
      (3)   Fifty dollars for the first 4,000 square feet of floor space, and $6 for each additional 1,000 square feet of floor space, up to a maximum of $300, for nonresidential buildings, for the use of, and for the service supplied by, the combined waterworks and sewerage system of the city, which charge shall be paid by any person at the time of application for a building permit as compensation for water used from the municipal waterworks system during the course of construction of any building or structure within the city.
   (C)   There is hereby established a charge of $13.17 per thousand gallons, or a minimum charge of $131.70, for the use of and for the service supplied by the combined waterworks and sewerage system of the city, which shall be paid by any person involved in the construction and paving of any roadway within the city and requiring the use of water from the municipal waterworks system during the course of such construction.
