Every owner of property, occupant thereof and/or user of the services of the water and/or sewerage system of the city, who is a new resident of the city, shall pay $30 upon registering for permission to use the water and/or sewerage system. This registration fee shall be applicable only once and shall be nonrefundable. This registration fee shall be used to cover city expenses involved in the operative and administrative work connected with the water and sewer service.
