§ 31.221 DUTIES.
   The Human Resources Manager position shall include the prompt and efficient performance of all of the following functions:
   (A)   Manage the implementation and administration of various employee benefit programs;
   (B)   Assist City Administrator and Finance Director with risk management decisions;
   (C)   Conduct salary and fringe benefit surveys, staffing, and other organizational studies;
   (D)   Receive, process and track workers compensation claims to resolution with insurance carriers, forward wage reports when necessary, maintain files involving employee inquiries, and work with insurance claims adjusters and attorneys to ensure proper claim processing; formulate programs and strategies to reduce workers compensation, liability and property damage claims;
   (E)   Create and implement city-wide training programs encouraging professional development;
   (F)   Participate in the preparation and negotiation of collective bargaining agreements;
   (G)   Maintain personnel policy manual and employee safety manual to insure documents are current and relevant;
   (H)   Manage and monitor the city loss prevention and safety programs;
   (I)   Assist departments with implementation of safety related initiatives;
   (J)   Serve as staff liaison to the employee safety committee;
   (K)   Research and recommend action on personnel and employment related questions and resolve employee questions and complaints;
   (L)   Perform special projects for the City Administrator and department heads;
   (M)   Perform other duties as may be assigned.
