§ 30.03 ROLL CALL; COMPELLING ATTENDANCE OF ABSENT MEMBERS.
   (A)   Each meeting of Council shall convene at the time appointed for the meeting, as provided in § 30.01 above. The City Clerk or someone appointed to fill his or her place by the presiding officer shall thereupon immediately call the roll of members. If no quorum is present, Council shall not thereby stand adjourned, but the members present shall be competent to adjourn or recess Council by a majority vote.
   (B)   If no quorum is present and the members present wish to compel the attendance of absent members, they themselves, or their agents, shall attempt to communicate the call to the session personally to the absentees. Any absent member who refuses to attend the meeting after personal notice to attend may be fined by the members present a sum of not to exceed $25 for each occurrence.
