      (2)   Additionally, if the dog or cat is not licensed, the owner shall acquire a license before the dog or cat is released to him or her.
   (C)   No dog or cat shall be released without having been inoculated for the current calendar year, or in accordance with the requirement of the Department of Agriculture. Upon payment of the required charges, the dog shall thereupon be released to the owner or keeper.
