Vehicle towing services on the towing list shall tow city vehicles or complete minor roadside repairs (change flat tire, etc.) at no cost to the city unless the city vehicle is located ten miles outside of the city when repairs are needed. In addition, no cost shall be charged for vehicles to be seized by the city and waiting judgment from the court or State of Illinois to become the possession of the city.
