§ 152.33 EMERGENCY MEASURES.
   If the City Engineer or his or her duly authorized agent deems the obstruction of a dedicated drainage easement or natural drainage an immediate danger to property or to the health and welfare of the community, he or she may immediately remove or cause to be removed the obstruction. The City Clerk or his or her duly authorized agent shall serve or cause to be served notice to the owner or occupant of the premises upon which a violation exists of the action taken by the City Engineer and bill the owner or occupant in accordance with § 152.34 below.
