If the person served a notice provided for in § 152.32 above does not abate the violation within ten working days, the city may proceed to abate such violation, keeping an account of the expense of the abatement and all administrative and legal fees incurred by the city. All the expenses and fees shall be billed to and paid by the owner or occupant of premises upon which the violation exists.
