(A) If, upon completion of the removal of the debris by the city, the reasonable cost thereof is less than the amount of the cash deposit the city shall refund to the owner the excess. If, upon completion of the removal of the debris by the city, the reasonable cost thereof exceeds the amount of the cash deposit, the owner shall, upon demand, pay to the city the deficiency.
(B) If the owner fails to pay the deficiency, the city may place a lien upon the premises for the amount of the deficiency and may take other action as is permitted by law to recover the deficiency from the owner.
