No person who owns an apartment building, condominium development or commercial property in the city shall fail to maintain a snow free access route across its parking facilities. This route shall be no less than 16 feet in width adjacent to the structure or nearest curb to the improvement and be fully cleared within 24 hours after any three-inch snow fall.
