§ 50.30  OUTSIDE RESIDENCE WATERING; WASTE OF WATER.
   (A)   Irrigation and stock watering. Pressurized culinary irrigation and stock watering water is available to residents of the town upon compliance with existing payment schedules and regulations.
   (B)   Violations prohibited. All open lines shall not be allowed to operate in such a manner as to violate the spirit and intent of this chapter.
   (C)   Prohibited acts.
      (1)   It is unlawful for any water user to waste water or allow it to be wasted by imperfect stops, taps, valves, leaky joints or to flood irrigate, or to use the water for purposes other than those for which he or she has paid, or to use water in violation of the rules and regulations for controlling the town’s water supply.
      (2)   Users of water from the town culinary system shall not permit water to continue to run wastefully without due efforts to conserve the supply.
   (D)   Termination of service; meeting. The Town Council may, thereupon, consider terminating the right of the individual to use culinary water. If it elects to consider the matter of termination, it shall give notice to the water user of the intention to terminate his or her water connection at least five days prior to the meeting of the Town Council at which termination of water service is to be considered. The notice shall inform him or her of the time and place of the meeting and the charges which lead to the consideration of the termination.
   (E)   Appearance by water user. A water user whose right to utilize town water is being reviewed shall have opportunity to appear with or without counsel and present the reasons why his or her water service should not be discontinued.
   (F)   Determination.
      (1)   After due hearing, the Town Council may arrive at a determination.
      (2)   If the determination is to discontinue the wasteful water user’s service connection, the Town Council shall notify him or her of the decision and of the period during which the service will remain discontinued.
