(A) The city's Police Department shall, from time to time, inspect public places and places of employment where smoking is prohibited by this subchapter, and may issue citations for any violation of the provisions of this subchapter.
(B) Any person may file a written complaint with the city's Police Department concerning a violation of this subchapter, and upon the Police Department's determination of a violation, a citation may be issued.
