(A) It shall be unlawful to own, keep, harbor, care for, act as custodian of, or in any way possess any dangerous animal within the corporate limits of the city except in a properly maintained facilities, such as a zoological park, federally licensed exhibit, circus, scientific or educational institution, research laboratory, veterinary hospital or animal refuge in an escape-proof enclosure.
(B) It is no defense to a violation of division (A) that the person in violation has attempted to domesticate the dangerous animal. If there appears to be imminent danger to the public, any dangerous animal found not to be in compliance with the provisions of this section may be subject to seizure and may immediately be placed in a properly maintained facility as described in division (A). Upon conviction of the person in violation of this section, the animal may be confiscated and placed in such a facility, and the owner or keeper shall be responsible for all costs associated with the seizure and confiscation, keeping and caring for such animal.

(A) No person shall keep any vicious animal unless it is confined in such manner as to protect any child or other person who may come on the premises where such animal is kept from injury, and in accordance with this section:
(1) If the animal is kept indoors, it shall not be kept on a porch, patio or any other part of a house or structure that could allow it to exit the house or structure on its own volition, and it shall not be kept in a house or structure when the windows are open and screens are the only obstacle preventing the animal from exiting the structure;
(2) If the animal is kept in an exterior yard it shall be confined in an enclosure, as defined herein, unless it is confined on a leash no longer than four (4) feet in length and unless a responsible person is in physical control of the leash. No leash restraining such animal shall be attached to any inanimate object, including but not limited to, any tree, post, stake or building;
(B) Any person who owns or keeps a vicious animal shall report any of the following events to the Police Department:
(1) The escape from confinement or theft of any such animal, upon discovery of such escape or theft;
(2) The biting of any person or animal, upon the occurrence.

Any person who owns or keeps a vicious animal shall display in a prominent place on the premises where such animal is kept, a sign which is readable by the public from a distance of not less than 100 feet, and depicting the words "BEWARE OF VICIOUS ANIMAL." A similar sign shall be posted on any enclosure in which such animal is kept.
