No person shall willfully and unnecessarily hinder, obstruct, or delay, or willfully and unnecessarily attempt to delay, hinder, or obstruct any other person in lawfully driving or traveling along or upon any public street or highway within the city. No person shall solicit rides or business from any person in a vehicle traveling along or upon any public street or highway within the city, or engage in highway solicitation, as defined in § 112.15 in the city without the required permit therefor.
