§ 112.15 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   HIGHWAY SOLICITOR. A person who engages in highway solicitation.
   HIGHWAY SOLICITATION. The act of standing in a public roadway for the purpose of seeking employment or business from the occupant of a vehicle, including but not limited to the sale of any goods, wares, merchandise, foodstuffs, services or property of any kind, character or description whatsoever, for any kind of consideration whatsoever, seeking to obtain gifts or contributions of money, clothing or any other valuable thing for the support of any charitable, civic, educational, religious or other non-profit organization corporation or project.
   PUBLIC RIGHTS-OF-WAY. The streets, high-ways, roadways, sidewalks, and any other area that is owned or controlled by the city for the purposes of conveying vehicle and pedestrian traffic.
   STAND. Any table, showcase, bench, rack, pushcart, wagon or other vehicle or device used for the display, storage or transportation of articles offered for sale by a vendor.
   VENDOR. Any person engaged in the selling or offering for sale of food, beverages, or merchandise on the public or private streets or sidewalks, or within a public park during an event sponsored by the city or a park district, whether from a stand or by hand.
