A. There is hereby levied and imposed upon each occupied lot, tract and parcel of land within the city a service charge in an amount to be set and determined as provided in section 7-6-3 of this chapter; such service charge to be effective July 1, 1991; provided, however, that no service charge shall be levied upon any lot, tract or parcel of land which is vacant, and such vacancy is reported by the owner of the property to the appropriate city official. B. As used in subsection A of this section, "vacant" shall mean a level, unoccupied lot, tract or parcel of land having no structures or open excavation situated thereon and having no personal property or animals stored or kept thereon, which property does not constitute a nuisance under any applicable code or ordinance of the city.
