Should the person who cuts a street curb or sidewalk under the authority granted by this chapter fail to reconstruct such street curb or sidewalk in the manner required hereunder, the city shall notify the permittee and the owner of the property involved of the violation, and if said violation has not been corrected within ten (10) days after delivery or mailing of such notice, the city may take any steps deemed necessary to place the street in proper condition, and may take all legal means of recovering the cost thereof from the owner of said property.
