937.03 ELIMINATION OF OBSTRUCTIONS BY CITY; OWNER LIABLE.
   In case of an emergency or in any case where an obstruction caused by a diversion, culvert, enclosure, fill or partial fill has continued for more than thirty days after the serving of notice in accordance with Section 937.02, the Director of Public Service shall be authorized to cause any necessary measures to be taken to protect existing drainage systems and to charge the expense thereof to the owner of the property on which the obstruction was made. This section shall not be construed to relieve the owner of any penalties prescribed by other sections of this chapter.
