No person, firm or corporation shall construct or maintain a water meter and pit on a City street, alley or way without having first applied for permission from the Service Director who shall cause an investigation to be made, and after such investigation, shall either approve or deny such application; provided, however, that if such water meter and pit would effect the public's use of a street, alley or way, said water meter and pit shall require approval by a revocable street privilege pursuant to this Chapter.
