(a) The cost of all street restoration and sidewalk restoration, all adjustments in connection with publicly or privately owned public utilities and all other adjustments made necessary by the construction, maintenance, operation, relocation, discontinuance or abandonment of any special street privilege shall be paid by the permittee, unless otherwise provided.
(b) All such streets and sidewalk restoration and other necessary work of adjustment shall be performed in accordance with the specifications on hand at the Building Department and the provisions of the ordinances or, in the absence of regulation by ordinance, shall, at the option of the City be performed by the permittee or by the City at the permittee's expense, unless otherwise provided.
