(a) Every owner of one or more taxicabs shall file in the office of the Director of Public Safety the complete schedule of rates offered and used.
(b) Rate schedules within the purview of Section 763.12 may be changed by the owner. No change in schedule shall become effective until one day after it is filed with and approved by the Director and until all requirements have been complied with. Not more than one amended schedule shall be filed by any owner, in a period of thirty days unless with the consent of the Director.
(c) All schedules of rates of fare on file with the Director shall be open to public inspection.
(d) No person in control of a taxicab shall make any charge except in accordance with the schedule of rates filed as herein provided.
