The Director of Public Safety is hereby directed to place, install and remove parking meters upon the sidewalk of the curb side, or in the immediate vicinity of individual parking spaces designed and marked off in such congested area. All such parking meters shall comply with the conditions set forth in Section 353.01 and the meters shall be under the management, supervision and control of the Director of Public Safety.
