161.01 SELF-INSURANCE FUND.
   (a)   Based upon the unavailability of general liability insurance for the City of Norwalk at reasonable premium rates, there be and hereby is established a self-insurance fund for the City.
 
   (b)   The funds previously appropriated for the payment of premiums for general liability insurance are hereby transferred to the self-insurance fund and the Director of Finance is hereby directed to deposit such funds in the self-insurance account.
 
   (c)   The Director of Finance is authorized to expend the above described funds and withdraw from the above described account any and all funds necessary to provide for the prevention, investigation, defense, and settlement or payment of judgments for claims made against the City which are not covered under presently existing insurance policies of the City.
