SECTION 6.08. POWERS AND DUTIES OF BOARD AND PARK COMMISSIONERS.

   The Board of Park Commissioners shall have the powers and shall perform, except as otherwise provided by ordinance, the functions assigned generally to Park Commissioners by general law and such other duties not inconsistent with such functions as may be assigned to it by ordinance or by the Chief Executive Officer:

   The Board shall adopt rules and by-laws governing the transaction of its business and the exercise of its powers, such as shall not be in conflict with any of the ordinances of the City. It shall elect a Chairperson, a vice-chairperson and a secretary. The secretary may or may not be a member of the Board. All meetings of the Board shall be open to the public and the Board shall keep a journal of its proceedings. A majority of the members shall constitute a quorum and the concurrence of a majority of the members shall be necessary to determine any question or matter before the Board. (Amended November 3, 1998)
