SECTION 6.01. CIVIL SERVICE COMMISSION.
      (a)   (1)   There shall be a Civil Service Commission composed of three (3) members, qualified electors of the City, each of whom shall be appointed by the Chief Executive Officer with approval of Council, for a term of six (6) years.
      (2)   Of the three (3) initially appointed, one (1) shall be appointed for a period of two (2) years, one (1) for four (4) years, and one (1) for six (6) years. Thereafter, they shall be appointed for a full six (6) year term. Effective January 1, 1984, any appointment to the Civil Service Commission shall be for a full three (3) year term.
      (3)   Any vacancy shall be filled for the remainder of the unexpired term in the manner the original appointment was made.
      (4)   The provisions of general law shall govern the appointment, promotion, discipline and dismissal of officers and employees of the City except for the Chief of Police and the Chief of the Fire Department who shall be appointed in accordance with Section 6.01(a)(5).
      (5)   The Chief of Police Department and the Chief of the Fire Department shall be appointed as determined by City Ordinance.

   (b)   In testing for promotions within the Civil Service, the Civil Service Commission is hereby authorized to conduct oral assessments of all candidates and shall score such assessments. The score of the oral assessment shall be added to any written examination conducted, as the Civil Service Commission may decide.
