145.14 ASSISTANT CHIEF OF POLICE.
(a) The Assistant Chief of Police shall assist the Chief of Police in carrying out those functions and duties set forth in Section 145.04. The Assistant Chief shall exercise and perform administrative, managerial, and supervisory duties over the Police Department as assigned by the Chief. The Assistant Chief shall assist the Chief in the planning, development and execution of management strategy and strategic planning of the Police Department.
(b) In the absence of the Chief of Police, the Assistant Chief shall exercise the duties and authority of the Chief of Police and shall serve as Acting Chief.
(c) The Assistant Chief shall possess the following minimum qualifications:
(1) Possess at the time of appointment and maintain during the term of employment a current peace officer certification issued by the Ohio Peace Officer Training Council;
(2) Possess a minimum of five (5) years of continuous service with a full-time public sector law enforcement agency;
(3) Have held the rank of chief, assistant chief, or captain, or the equivalent rank, for a minimum period of one (1) year, or the rank of sergeant, or the equivalent rank, for a minimum period of three (3) years, in a full-time public sector law enforcement agency.
(d) The Assistant Chief shall be selected by the Mayor upon the advice of the Director of Safety/Service and the Chief of Police based upon the following:
(1) An evaluation of the candidate's prior service record including, but not limited to supervisory and management experience, field experience, education and training, and disciplinary history;
(2) The results of such written examinations deemed appropriate by the Mayor and Director of Safety/Service;
(3) The results of such psychological evaluations or assessments, or such other evaluations deemed appropriate by the City, performed by qualified examiners, providing an evaluation of the candidate's fitness and suitability to command and to assume and perform the duties of the position of Assistant Chief and may include such other psychological, emotional, personality and mental health evaluations or assessments as may be determined to be appropriate. The psychological examination may also include a psychiatric examination if such is recommended in the psychological evaluation and deemed necessary by the City. As a condition of consideration for the position of Assistant Chief, all candidates shall execute any authorizations necessary to cause full and complete written results of all examinations/evaluations to be released to and utilized by the City.
