719.13 NON-APPLICABILITY.

   This Chapter shall not apply to the following:

   (a)   Sales conducted as a part of a public event conducted pursuant to Section 311.07 of the Codified Ordinances.

   (b)   Solicitation or sales in which the buyer or prospective buyer initiates the contact between the parties for the purpose of negotiating a purchase of goods or services.

   (c)   Sales of newspapers.

   (d)   Sales by or on behalf of organizations exempt from taxation under the Federal Income Tax Code as a charitable, religious, educational or benevolent institution where the sale does not result in financial gain for the sales person.
