721.02 FRANCHISE AND LICENSE REQUIRED.

(a) No person shall operate or permit a taxicab owned or controlled by him to be operated as a vehicle for hire upon the streets of the City, without having first obtained a franchise as provided in Section 721.03.

(b) No taxicab shall operate for hire upon the streets of the City unless such taxicab is licensed as provided in Section 721.04.

(c) No person shall operate a taxicab as a vehicle for hire upon the streets of the City without possessing a taxicab driver licensed issued as provided in Section 721.
