943.13 PUBLIC TREE CARE.
   (a)   The City shall have the right to plant, prune, maintain and remove trees, plants and shrubs lying within or over-hanging the lines of all streets, alleys, avenues, lanes, squares and public grounds, as may be necessary to insure public safety, preserve utilities or to preserve or enhance the health and integrity of public trees.
 
   (b)   The City may remove or cause to be removed, any tree or part thereof which is in an unsafe condition or which by reason of its nature is injurious to streets, sidewalks, sewers, electric power lines, gas lines, water lines, or other public improvements or infra-structure, or is affected with any injurious fungus, insect or other pest.
   (c)   Upon the request of the City the Tree Board shall render advice on the matters set forth in Sections 943.13(a) and (b).
