1321.06 BUILDING PERMIT REQUIRED.
   (a)   Prior to commencing or proceeding with the erection, construction, alteration, repair or modification of any building or structure or part thereof subject to this Chapter, including additions thereto, a building permit shall be obtained by the owner, or the owner's agent, engineer, or architect, from the Building Official. No person shall commence or proceed with any such work unless such building permit has been obtained.
   (b)   An application for the building permit shall be made in writing to the Building Official upon such forms or in such form, electronic or otherwise, as specified by the Building Official. The application shall be accompanied by the zoning permit, plans and specifications of the building or structure for which the application is made, containing complete information including but not limited to a satisfactory estimate of cost. Incomplete and imperfect plans shall not be accepted.
   (c)   Upon receipt of the application, plans and specifications, the zoning permit, and the fee as specified in Section 1321.07, the Building Official shall review the same. When the applications, plans and specifications conform with the requirements of this Chapter, the Building Official is authorized to place his official signature thereon, issue the building permit, and return the same to the applicant. A copy of the building permit and the plans and specifications, properly signed, shall be kept on the work site until the work has been completed. A copy of the plans and specifications shall be left with the Building Official who shall retain the same until the work has been completed and a certificate of occupancy issued. Thereafter, such plans and specifications shall be destroyed unless picked up by the owner within thirty (30) days.
