1301.01 PERMIT REQUIRED; FEES.
   As used in this chapter, “Building and Zoning Inspector” means the Code Enforcement Officer.
   (a)   No building already erected shall hereafter be altered, repaired, moved, rebuilt or added to in any manner, nor shall any new building or structure be erected, until a site plan of such alteration, additions or erection have been submitted and approved by the Building and Zoning Inspector and a permit issued therefor by such officer.

   (b)   A home owner or business owner shall be required to obtain any permit(s) under the Codified Ordinances if no contractor or person(s) is hired to perform the services. If a contractor or any person(s) is hired to do services for a home owner or a business owner, then that contractor or person hired shall be required to obtain permits defined under the Codified Ordinances of the City.
   (c)   For definition of terms see Chapter 1131 of the Planning and Zoning Code.

   (d)   A permit application shall be obtained from the Building and Zoning Inspector before any fence is located or constructed in any yard or lot. The fee for the permit shall be ten dollars ($10.00).
   (e)   After a person performs electrical work, an electrical inspection shall be required. When there is a fee charged pursuant to this section in the amount of twenty-five dollars ($25.00) or more, there shall be no charge for the required inspection. When there is no charge pursuant to this section, there shall be a fee of twenty-five dollars ($25.00) per electrical inspection.
   (f)   For a permit for demolition of a permanent building or structure, the fee shall be twenty-five dollars ($25.00).

   (g)   A permit shall be obtained from the Building and Zoning Inspector before any construction, repair or alteration of any well for useage of water is started. The fee for permit is ten dollars ($10.00). Section P-2402 of the City Building Codes shall apply.
   (h)   The term "estimated cost" as used in this section means the reasonable value of services, labor, materials and use of scaffolding and other appliances or devices entering into and necessary to the prosecution and completion of the work ready for occupancy.
   (i)   Heating appliance systems (which include the principal heating appliance, all duct plumbing and electrical work, related to the installation of the heating system) or air conditioning systems (which include the principal cooling appliance, all duct plumbing and electrical work, related to the installation of the cooling system) shall be subject to a building permit fee of twenty-five dollars ($25.00), if the estimated cost of the system is over eight hundred dollars ($800.00).
   (j)   No fee or permit shall be required for construction, alteration or additions to churches or house of worship.
   (k)   In case of abandonment or discontinue of work performed under a permit, no refund of fees shall be made. The permit issued shall expire one year from the date of issuance.
   (l)   Any person or firm in violation or not conforming to the provisions of this section shall be subject to the penalty provided in Section 1309.99.
