1101.05 ZONING PERMITS FOR PUBLIC BUILDINGS.
   (a)   Definitions.
      (1)   A “public building” means any building constructed or authorized to be constructed by the State of Ohio or any political subdivision thereof, or of any other state or governmental entity, or
      (2)   Any building constructed to be used by the State of Ohio or any political subdivision thereof, or of any other state or governmental entity.
   (b)   Any person or entity constructing a public building as defined by this section shall make application for a zoning permit to the Zoning Inspector who, within 5 working days therefrom, shall cause said application to be forwarded to the Secretary of the Planning Commission.
   (c)   Upon receipt of the application for a zoning permit as described in subsection (b) hereof, the Secretary of the Planning Commission shall cause the application to be brought before the Planning Commission within 10 working days of the Secretary’s receipt of the application.
   (d)   Upon receipt of the application for construction of a public building or part thereof, the Planning Commission shall render its decision authorized under Section 6.04 of the Charter pertaining to the construction of public buildings. No public building or part thereof shall be constructed or authorized to be constructed unless the location, character, and extent thereof are approved by the Planning Commission as required by Ohio Revised Code 713.02.
