945.05 PROHIBITIONS.
   (a)   Except as provided by law, no person shall allow refuse to accumulate for a period to exceed one week.
 
   (b)   No person shall pick up refuse on the curbside location except for the City.
 
   (c)   All residents shall remove empty cans from the curbside location by 6:00 a.m. of the day following the pick up.
 
   (d)   No resident shall place cans or bags for curbside pick up prior to 4:00 p.m. to the day preceding the day of trash pick up.
 
   (e)   No person shall violate Section 945.02(a) or (b) by exceeding the number of bags, cans or volume listed in 945.02(a), or failing to comply with the placement requirements contained in subsection 945.02(b).
 
   (f)   No person shall, without the authority of the property owner, deposit for pick up any garbage or refuse.
 
   (g)   No garbage generated outside of the limits of the City, through commercial, industrial or residential usage, shall be deposited for pick up by the City of Norwalk Sanitation Department.
 
   (h)   No person shall place batteries, tires, hazardous materials in the form of solids or liquids or construction debris, for pick up by the City of Norwalk Sanitation Department.
 
   (i)   No person shall place refuse in a can when the can cannot hold such refuse due to cracks or holes in such can. Any such can will not be picked up by the City and shall be removed from the curbside location by 6:00 a.m. following the pick up.
 
   (j)   No person shall place syringes or needles for pick up by the City of Norwalk Sanitation Department unless such are in an approved disposal storage unit.
