(a) No ground bulletin of combustible construction shall be erected to a height of more than twenty-five feet above the lowest grade under the same and no ground bulletin whose face, supports and braces are of steel or other approved noncombustible material shall exceed a height of thirty feet above such grade, except as provided in Section 1454.22(b) for ground signs.
(b) The area of the face of a ground bulletin shall not exceed 900 square feet.
