1434.14 FOUNDATIONS ON FILLED GROUND OR NEXT TO UNDERGROUND CONSTRUCTION.
   (a)   No foundation of a building or structure shall be placed on filled or made ground, except as herein provided, or on loam or any soil containing organic matter in appreciable amounts. If conditions make it necessary to place a foundation on filled ground, tests shall be made, as provided for in Section 1434.13, to determine the allowable soil-bearing capacity and the danger of settlement of such ground.
   (b)   Every building or structure hereafter erected, which is located adjacent to any street, alley or easement containing a water main, water tunnel, sewer, conduit, tunnel, subway or other underground construction owned or controlled by the City, shall be so constructed that the foundation and superstructure of such building or structure will not be supported in whole or in
part by any such underground construction.
