1434.13  SOIL TESTS.
When a doubt arises as to the safe sustaining power of the soil upon which a building or structure is to be erected, or if it is desired to exceed the allowable soil-bearing capacity, the Superintendent of Building and Zoning Inspection may direct that borings or load tests be made, by and at the expense of the owner of the proposed building or structure, to determine the sustaining power of the soil.  Whenever such a test is made, the Superintendent shall be notified so that he or she may be present in person or be represented.  A complete record of the test shall be filed with the Superintendent.
