1434.09 PLANS AND REPORTS FOR SPECIAL GRADING AREAS; REQUIREMENTS.
   (a)   Plans and Reports. Plans for special grading areas shall be approved only after submission of a report prepared by a civil engineer or a soil engineer substantiating the permanence and safety of the proposed sections and certifying that the proposed grading will not damage surrounding properties and that it meets the requirements of this chapter.
   Cut sections shall show the materials which compose the cut banks, the proposed cut sections and any benches, drainage ditches and other details which may be proposed.
   Fill sections shall show the proposed fill sections, the original ground surfaces, the prepared fill subgrade surface, drainage facilities and any other construction pertinent to the stability of the fill. A written report shall also be submitted of the compaction, showing the location and depth of the test holes, materials used, moisture conditions, recommended soil bearing pressures and relative density obtained from all tests.
   Nearby structures or other improvements shall be shown thereon if they are affected, either structurally or architecturally, by the cut or fill sections.
   Special grading areas shall be subject to the requirements applicable to ordinary grading areas as set forth in Section 1434.08(a)(2) and (a)(3).
   (b)   Additional Information. The Superintendent of Building and Zoning Inspection may require additional tests or information, if in his or her opinion, the conditions or materials are such that additional information is necessary. He or she may modify or delete any of the above requirements that in his or her opinion are unnecessary.
