1426.12 PERMIT ISSUANCE OR REFUSAL.
   (a)   If the Superintendent of Building and Zoning Inspection is satisfied that the work described in an application for a permit conforms to the requirements of this Building and Housing Code and other pertinent laws and ordinances, and if the plans and other matter submitted in connection therewith have been approved as required in Section 1426.10, he or she shall issue a permit therefor to the applicant, provided that the Director of Public Service shall be promptly advised of all permits issued for moving or razing buildings.
   (b)   If the application for a permit or the plans or other matter filed therewith describes or indicates work which does not conform to the requirements of this Building and Housing Code or other pertinent laws or ordinances, the Superintendent shall not issue a permit, but he or she shall notify the applicant of such refusal and give the reasons therefor. Such refusal and reasons shall, when requested by the applicant, be in writing. All plans and specifications filed with the application shall be returned to the applicant if called for at the Division of Building and Zoning Inspection within thirty days after the date of the refusal of the permit.
   (c)   The Superintendent shall act upon plans and applications in the order received and without unnecessary delay.
