(a) Required Permits. A separate permit is required to commence or proceed with each operation regulated by or included under the provisions of this Building and Housing Code, as follows:
(1) To construct or erect a building or structure;
(2) To construct or erect an addition to an existing building;
(3) To erect, re-erect, place, hang or in any manner display a sign or outdoor advertising display, except when the same is on the inside of a building or is excepted under the provisions of Section 1454.02;
(4) To make major alterations in or on a building or structure;
(5) To repair the structural parts of a building or structure;
(6) To erect or install amusement devices;
(7) To install an automatic sprinkler system;
(8) To erect a chimney, smokestack or flue, when not included in a permit for a building or structure;
(9) To install electric wiring and fixtures;
(10) To install elevator or escalator equipment;
(11) To erect a fire escape, when not included in a permit for a building;
(12) To install refrigeration and air conditioning equipment;
(13) To install forced or gravity warm air equipment;
(14) To construct a foundation in advance of a superstructure;
(15) To erect a marquee or canopy;
(16) To move a building;
(17) To install plumbing, plumbing fixtures, sewers and drains;
(18) To raise a building;
(19) To raze or wreck a building;
(20) To recover the exterior sides of the walls of a building with anything other than a liquid protective material;
(21) To construct a retaining wall whose top will be more than three feet above the adjoining grade;
(22) To install sidewalk elevators or lifts;
(23) To install a stoker;
(24) To erect a tent of more than 360 square feet of ground area contained;
(25) To construct a vault under a sidewalk;
(26) To install ventilating systems; and
(27) To occupy a portion of a roadway or a street.
A permit is required for fences over eight feet high, and for fences five feet high or higher which surround swimming pools or the lot upon which a swimming pool is located, as provided in Section 1456.02. A permit shall also be required to erect, install, repair or alter any other structure, appliance or device for which a permit fee is required by this Building and Housing Code.
(b) Exception. Manufacturing companies that maintain a permanent engineering department for the design and regular inspection of elevators shall not be required to secure permits for the installation of elevators on their own property as provided for in subsection (a) hereof. Companies qualifying under this exception must first file a written statement with the Superintendent of Building and Zoning Inspection, stating their intention to maintain such a department and naming the engineers who are to be responsible for such installation and inspections.
