1232.06 REVIEW OF IMPROVEMENT PLANS AND OTHER REQUIRED DOCUMENTS.
   The documents submitted in the application for final plat (See Section 1234.04) shall be reviewed as provided below in order to advise the Planning Commission, prior to approval of the final plat, regarding their completeness and correctness in conformance with these Regulations.
   (a)   Improvement Plans and Specifications: Review, Approval, Modification.
      (1)   The City Engineer shall review the improvement plans and specifications for compliance with the provisions of these Subdivision Regulations and shall advise the subdivider or any non-compliance identified in the review.
      (2)   Storm Water Pollution Prevention Plan (SWPPP). The SWPPP shall be reviewed by the City Engineer (and/or by another agency contracted to conduct plan review).
      (3)   The City Engineer shall submit to the Planning Commission a professional opinion stating if the improvement plans and specifications comply with these Regulations and identifying areas of noncompliance. The Planning Commission shall consider the professional opinion report of the City Engineer in determining action to be taken on the application for final plat.
      (4)   Modification of improvement plans. If at any time before or during the construction of the improvements it is demonstrated to the satisfaction of the City Engineer that unforeseen conditions make it necessary or preferable to modify the location or design of such required improvements, the City Engineer may authorize modifications upon written request from the subdivider, provided the modifications are within the spirit and intent of the approved final plat and improvement plans and do not amount to the waiver or substantial alteration of the function of any improvement required by the Planning Commission or City Council. The City Engineer shall issue authorization in writing.
   (b)   Cost Estimate. The subdivider shall submit a construction cost estimate prepared by a licensed civil engineer. The City Engineer shall review the cost estimate and determine if it is an acceptable basis for the purpose of establishing the performance guarantee, maintenance guarantee, and deposits for inspections and testing.
   (c)   Performance Guarantee (for Guaranteed Improvements Procedure). The City Engineer and the City Solicitor shall review the proposed performance guarantee and shall advise the Planning Commission.
   (d)   Insurance. The City Engineer and the City Solicitor shall review the proposed insurance and shall advise the Planning Commission.
   (e)   Title Insurance. Title insurance in an amount which meets the approval of the City Solicitor, covering the lands to be dedicated, shall be provided, showing title to be good in the name of the City of Norton.
   (f)   Development Agreement. The City Engineer and the Solicitor shall review the proposed development agreement and shall advise the Planning Commission.
