(a) An owner of property desiring approval of a minor subdivision shall submit an application to the Director of Planning, as set forth in Section 1231.02.
(b) The Director of Planning and the Director of Building and Zoning shall, with advice of the City Engineer and other City officials as necessary, review the application to determine compliance with these Subdivision Regulations and shall, within 14 days of receipt of the application, either approve or disapprove the minor subdivision.
(c) Approval of the minor subdivision shall be made by the following notation and signatures on the minor subdivision survey drawing and conveyance or legal description:
"Minor subdivision approved for recording in conformance with the Subdivision Regulations of the City of Norton, Ohio."

(d) If the Director of Planning denies a minor subdivision application, written notice and explanation of the basis of denial shall be delivered to the applicant. The applicant may make written appeal to the Planning Commission within ten days after receipt of written notice of denial. The Commission may confirm the denial or may approve the minor subdivision only on the basis of either: (1) determination that the application and interpretation of the Subdivision Regulations by the Director of Planning was in error; or (2) that an exception to the Subdivision Regulations is justified under the provisions of Section 1230.15(a).
(e) If the Director of Building and Zoning denies a minor subdivision application, written notice and explanation of the basis of denial shall be delivered to the applicant. The applicant may make written appeal to the Board of Zoning Appeals as provided in the Zoning Code.
(f) The Director of Planning shall transmit monthly reports to the Planning Commission and Council of all minor subdivision applications received and their disposition.
(g) Expiration of Approval. Approvals of survey drawings and conveyances for minor subdivisions shall expire unless filed in the office of the County Recorder within 60 days after approval.
(h) No plat of any minor subdivision shall be recorded in the County Recorder's office or have any validity until approved in the manner prescribed in these Regulations. In the event any unapproved plat is recorded, it shall be considered invalid and the City Council shall institute proceedings to have the plat stricken from the records of Summit County, Ohio.
(i) Revision of Minor Subdivision. No change, erasure, modification, or revision shall be made in any minor subdivision after approval unless resubmitted to the Director of Planning.
