284.01 ESTABLISHMENT.
   There is hereby established in and for the City a Moral Claims Commission for the consideration of claims against the City which arise out of claims which, were it not for governmental immunity, would be valid claims against the City. The Finance Committee of Council shall serve as the Moral Claims Commission and shall hear and consider all claims filed against the City pursuant to this section and decide on the validity and the amount to be awarded to the claimant upon the Committee's presentation of the claim to Council for approval.
